ChopValue Japan Receives Official Valuable Material Recognition Through Kawasaki City

Under Japan’s Waste Management and Public Cleansing Act, used disposable chopsticks are generally classified as “waste,” meaning only licensed operators are permitted to collect and process them in order to ensure proper handling and prevent illegal dumping. Due to both regulatory classifications and hygiene considerations, it has historically been difficult to treat used chopsticks as a reusable resource within municipal systems. These restrictions have created significant barriers to establishing consistent collection and material recovery programs.
Over the past year, ChopValue Japan has worked in collaboration with Kawasaki City through a formal research and development program evaluating how used bamboo disposable chopsticks could be reclassified from waste into a valuable resource within a structured municipal framework. Following the evaluation process, Kawasaki City formally recognized bamboo disposable chopsticks collected and processed by ChopValue Japan as a valuable material rather than waste. This designation now enables initiatives that support the circulation of used bamboo disposable chopsticks as a resource within the municipal system.
The official acknowledgement applies exclusively to ChopValue Japan for bamboo material collected through the company’s approved collection network, and does not include household waste streams or permit processing by other companies under the same classification. ChopValue Japan continues to advance research and development efforts to support the future approval of additional materials, including aspen, based on ongoing hygiene and material performance testing.
Granted in April 2026, the recognition marks a major milestone for circular manufacturing and resource recovery in Japan. While several organizations across the country currently upcycle disposable chopsticks, ChopValue Japan is the first company in Japan to receive formal recognition through a city-led research and development program validating the material value of its process within a municipal framework.

地域内循環型の資源活用モデルを推進
ChopValue Japanは、旗艦拠点である川崎マイクロファクトリーを中心に、飲食店、オフィス、ホテル、商業施設などのパートナー企業・団体から使用済み割り箸を回収しています。
回収した資源は、独自の製造技術により、家具、内装材、商業向け製品などへアップサイクルされ、地域で回収した資源を地域で製造・活用する「地消地産モデル」を展開しています。
一方、日本国内では大量の割り箸が使用されていますが、その多くは廃棄物として焼却処理されています。
日本では、不法投棄などを防ぐため、「廃棄物の処理および清掃に関する法律」（廃棄物処理法）に基づき、廃棄物は適切に処理されることが求められています。一般的に、使用済みの割り箸は「廃棄物」と見なされるため、回収や処理を行うには、同法に基づく許可を有する事業者である必要があります。
また、使用済み割り箸は衛生面や廃棄物区分上の課題から、自治体の制度の中で「資源」として取り扱うことが難しく、継続的な回収・再資源化の仕組みを構築するには高いハードルがありました。
今回の認定により、使用済み竹製割り箸を資源として循環活用する取り組みを、自治体制度の枠組みの中で推進することが可能となりました。
川崎市との試験研究制度を通じて実現
ChopValue Japanは過去1年間にわたり、川崎市と連携し、使用済み竹製割り箸を自治体の制度的枠組みの中で有価物として取り扱うための実証および検証を進めてまいりました。
国内では複数の団体・企業が使用済み割り箸のアップサイクルに取り組んでいますが、自治体主導の試験研究制度を通じて、プロセスの資源価値が正式に認定された事例は、ChopValue Japanが日本初となります。
今回の認定は、日本における循環型製造および資源循環の推進において、大きな節目となるものです。
なお、本認定はChopValue Japanが回収・処理する竹素材に限定されており、家庭系一般廃棄物や他事業者による同様の処理を包括的に認めるものではありません。
また現在、アスペン材を含む追加素材についても、衛生面および材料性能に関する検証を継続しており、将来的な認定拡大に向けた実証および検証を進めています。
今後の展開
ChopValue Japanは現在、コクヨ株式会社、株式会社竹中工務店、在日カナダ大使館などとのパートナーシップを通じて、日本国内での事業展開を拡大しています。
